Rui Luo is a seasoned energy and climate professional, currently serving as Director of the Global Energy Transition Initiative at Bloomberg Philanthropies. In this role, he leads efforts to accelerate the global shift toward clean and sustainable energy economy in Asia-Pacific and beyond.
Prior to joining Bloomberg Philanthropies, Rui led a range of initiatives in clean energy, industrial energy efficiency, and carbon markets. His career spans leadership and collaboration across philanthropic, intergovernmental, public, and private sectors—including roles at ClimateWorks Foundation’s Energy Transition Initiative, the Clean Energy Ministerial (CEM) Secretariat at the International Energy Agency (IEA), the International Finance Corporation (IFC), and ICF (NASDAQ: ICFI).
Rui began his professional journey as a carbon credits originator at a European carbon trading firm, laying the foundation for his deep understanding in market-based clean energy solutions. Rui holds a Master’s degree in Environmental Management, as well as dual Bachelor’s degrees in Environmental Sciences and Economics, all from Peking University. Rui has lived and worked in Beijing, Paris, and Tokyo, and currently resides in Singapore with his wife and their ten-year-old daughter.
